Tiny babies should be eating as much as they want.
Rice cereal should be started about 5-6 months, at the very earliest 4 months, maybe just to see how he does.
It is VERY important, that you do not put cereal in baby's bottle, ever!! Unless under the advice and supervision of baby's doctor.

I think your baby's apppetite sounds perfect.
You should not introduce rice cereal until the baby is at least 4 months-old. There are plenty of people who do it earlier and even some to slip it into a bottle after 6 weeks, but the risks of choking and of developing allergies are very high.
Starting solids early is not a sign that your baby is advancing quickly or developing better.
The formula is a fine substitute for breast milk and the baby really needs nothing else for the first 4 or even six months.

He is eating a fine amount not too much and not too little! As for rice cereal depends on who you talk to?! Community health nurses will tell you to wait till they are 6 months old, Whereas anyone over 40 will tell you start at 2,3 or 4 months old! You just play it by ear, some babies if sat in the highchair at 4 months old will just dribble all the food out and not really get it or be too interested, But then some are starving and eat it all up!! When it comes to formula and breastmilk, let him eat all he wants. Boys seem to be hungrier in general too.
We started giving our baby rice in her formula at 6 weeks, since she had acid reflux. One Tablespoon per 2oz prepared formula.
