because they dont have mammary glands as women do have. muscular men have large chest because they have developed pectoralis muscles.

They have no mammary glands.
But some men still develop "man boobs"... its actual breast tissue. the medical term for man boobs is gynocomastia...
not kidding.

the glands are under the ribcage in men, and over the ribcage in women.
Sometimes a male can get the glands over the ribcage and gets them removed in his teems.
