Depending on what you want to do, there are several possibilities.
First, Hardware:
If you have a Router that provides Internet Access to your PC and Xbox you are already set. Just connect the Xbox and PC either via a Wireless adapter or through the ethernet cable to your router.

If you don't have a router, I highly recommend to get one.

If you don't want a router, connect PC and Xbox through a crossover Ethernet cable.

Now, if both are connected, let's talk software:
If you want to watch TV, recorded TV Shows, Radio, and whatnot on your Xbox, you need the Windows XP Media Center Edition adn a PC that has working TV, Radio etc. on it. If it doesn't work on the PC it won't work on the Xbox.
It's a Windows XP with a special extension. The extension cannot be bought itself to update an existing XP. You have to buy the whole package.
Alternatively you can get Media Center functionality later in Windows Vista either in the Home Premium version or the Vista Ultimate Version.

If you only want to watch WMV videos, pictures and listen to MP3s on your Xbox, just download Windows Media Player 11 from the Windowsupdate site.

After Media Player 11 is installed, your PC will find the Xbox (if switched on) and ask you if you want to share your Media Library with the Xbox.
All further steps are then explained, and then you can enjoy your media from the PC on your Xbox 360.

You need a Windows Media Center Edition computer in order to connect it to the 360. You would go to this website:

http://www.xbox.com/en-US/pcsetup/alldownloads.htm

Download the corresponding file, install, and run. Then you can either directly connect the 360 to the PC, or you can use a router and connect both the 360 and PC to the router. You can also run your internet cable into the router.

NOTE: Media Center Edition of Windows is an actual operating system like Windows 98, Windows XP, and such.

After that, it is a matter of patching and installing. Make sure both consoles are on, your PC and 360.
