Tank Girl isn't really a superhero, but she's way cooler than all the others. Electra and Catwoman are baddies, really.
There's Batgirl.
From the Xmen: Storm, Rogue, Jean Grey, Shadowcat
The Invisible Girl from the Fantastic Four (might be a bit tricky to do as a fancy dress costume).
There's the mother and daughter from The Incredibles.
Does Xena: Warrier Princess count?

I just helped a friend of mine with this one so I'm going to tell you what I told her.
A lot of the people answering this are likely fans of comics, and as such they're telling you characters that they like, but a lot of them aren't very practical -- like She-Hulk for example, unless you realy want to spend a long time covering yourself in green paint...
Catwoman would be good, and you can pretty much get her from any costume place, but she's obvious.
From the X-Men, you could have a lot of fun as Storm. Any costume that has some sort of wing/cape thing going on is fun to play with lol
Spider-Woman from the New Avengers has a really great costume. It's bright and colourful and has wings so it's a lot of fun. Although, unlike Storm (especially if you go with the black costume from the films), not a lot of people know who Spider-Woman is. So you have the added bonus of being original :D
Spider-Girl is also really easy to do. She has the same costume as Spider-Man. But that's boring... And cheating :P lol
If you want to stand out a lot, you could go with Nocturne, daughter of X-Man Nightcrawler from an alternate reality. Once you've painted yourself blue, she just wears ordinary clothes, so she's easy enough to achieve. Because she doesn't wear an actual costume, it means less exposed skin than She-Hulk, for example, so there is less painting :)
Any ordinary clothing will work for the X-Men's Rogue, as long as you wear gloves. It also gives you an excuse for experimenting with highlights. If you look amazing, you can keep them. If it sucks; "Oh yeah, I was Rogue at the weekend..." lmao
Another really fun costume would be Emma Frost, again from the X-Men. A lot of white and a cape :D lol
