Anakin brought about the events necessary for the rebalancing of the Force by fathering Luke and Leia, who finally destroyed the cloned Emperor at the end of Dark Empire II after Luke willingly joined the Darkside. Leia helped bring him back, and Luke found the balance between Dark and Light. He is something more than Jedi or Sith, and teaches aspects of both in such a way as to maintain the balance in his students. which in turn stabilizes the spiritual fluctuations in the Force.

Anakin. He was the one who actually brought balance. First by wiping out most of the Jedi, then by killing Palpatine who was the dominant evil in the galaxy. He couldn't have done it without Luke, but it was Anakin who did it.

I always thought it was Anakin, because by killing all Jedi he balanced both sides - at the end there remained 2 Jedi (Yoda and Obi Wan) and 2 Sith (Sidius and Darth Vader). I think the Jedi council misinterpreted the prophecy thinking that he would destroy the Sith.

Luke was the one to fulfill the destiny.
he was the balance in the force. if you read the follow up books (the ones ok'ed by Lucas) you will see he has mastered the light and the dark side.
actually the correct answer would be Luke and Leia as she also becomes a Jedi and on occasion had to bring Luke back from the dark side.
