Because the British or German military would perform the strike. Also with the way the land is set up and the fact that those countries don't support alqaeda they don't have any big bases there that would facilitate an air strike. They are all small cells that would facilitate a swat team or small military raid.
Do you really think if alqaeda had a bunch of tanks, and or planes in Germany or Britain that either of those countries would not use there own air force to take them out?

For essentially the same reason it wouldn't do so within the United States -- anti-terrorism units already in place.
Both Britain and Germany have intelligence services capable of addressing terrorist cells within their countries, and it can be safely assumed that if Al Qaeda had cells in either country they would be dealt with by them.
However, I would not be a bit surprised if U.S. intelligence agents aren't keeping an eye out for terrorist cells in those countries, either with or without the knowledge of British or German agencies.

two reason
1st they're allies, and capable to handle their own inside problem, and they always keep eyes. in these countries Alquaeda is not powerful just one branch.
2nd they wanna destroy the base, if one they can destroy the base after that branch can be destroy anytime..!!!

why would they,we are allies with both nations not to mention they have their own air forces if that needed to be done
