Good question. Ok well, I'm currently in class at school learning to design websites. Firstly you'd need to know what you'd like for site material, then what kind of audience you'd like to attract. Most importantly know HTML! Which stands for Hyper Text Markup Language, and it is not as hard as people make it seem =]. Sometimes it may be easier for someone to just use a site that has templates for them so you can just add the content without spending rigorous time at typing out coding that could be wrong. Try out great sites like http://www.funkychickens.com, it is very helpful. Also, considering how much of an amazing site I find yahoo is :D, try just typing in Free Website hosting and you'll probably find amazing sites that will do most of the work for you.
