Does she have any family or friends in Oklahoma?
When I lived in Louisiana and I needed my Birth Certificate for Texas my mom was able to obtain it for me. In fact they said anyone with the correct info can obtain my birth certificate. Scary I know!

Does she have any close relatives who live in or near the county in OK where she was born? (It really needs to be a relative.) They could go to the local health department and purchase a copy of the birth certificate. They could state it is for genealogical purposes if they need to have a reason to get it.

Maybe a school ID, Social Security Card. Can you remeber any time in the past that you might have had to use your Birth Cert. maybe you can get it that way and use it to get your ID. Ask the County Clerks office or the District Clerks office where you live, maybe they can call or advise you as to what you can do.

Every state has a official records office, you go there on line and fill out the form and pay for it there is no asap when you deal with these people, they have many request's it usually take several months sorry , life is tought then you die, bye bye

Is one of her parents still living? If so have them order it. This is what my mother-in-law did when my husband needed to get a passport for traveling out of the country for his job.
