1. Knowledge management systems are database based systems. Basic principle is to extract knowledge from existing texts (docs, e-mails), usually by identifying entities, interconnecting then and enable searching. So, yes, you need SQL or rare OO databases or an off-the-shelf solution.
2. Disadvantage is that it takes time to get it running, more time to get results and lot of time to get people used to it. Advantage is that you get your knowledge accessible in a systematic way.
3. Depends on the organization. If we are speaking about 1000+ employees with significant R&D, yes. Otherwise, I doubt.
