Climbing Mount Helen in Oregon?

I have climbed Mt Shasta a few times and would like to climb Mt. Helen. What are the restrictions and when is the best time to make the climb and what kind of equipment is needed. And how long would it take to reach the top ?

I'm not sure there is a Mt Helen in Oregon.
Do you mean Mt St Helens in the Cascades Range, Washington state?
