Although there are many different definitions for what constitutes a person's IQ, the fact that IQ is fairly stable your whole life suggests that although you can raise IQ, you can't significantly raise it to the point that you become super smart.
I've heard of cases of individuals jumping from average to above average IQ or the opposite, from average to below average. However, these are cases that involve individuals on the borderline between the two. Rarely or almost never does it happen that an individual who is measured to be a Genius suddenly becomes below average. That only happens when something physical or neurological has happened (concussion, lobotomy, lobectomy, etc)
In general, IQ cannot be significantly raised and what we should be more concerned about is how we make the most out of what we have been given.

I have one good answer on how to increase our IQ.
Read, read, read!
Read the newspaper from cover to cover everyday. This will increase your social awareness; thus, be able to develop persoanl ideas and exercise your mental judgement.
Read books - nonfiction, fiction. Anything you could get your hands on.

I know a great activity that may help.
You take a word, any word. For example we take the word "perfume." Then we try to make as many words as we can with the letters in the word perfume.
So here we would make words such as:
-per
-fume
-perm
-peer
-rum
It's fun especially when you time yourself!
