like others have said contact his duty station. You will need proof, but you can get a court order for the paternety test or the commander can order it in some situations.Once there is proof, the military will AUTOMATICALLY remove court ordered child support from his paycheck to be direct deposited into the acount you give them (the military payroll). He will have no choice, and no way to skip out on paying, at least until he gets out of the service or the child turns 18. It will help significantly if you have his social security number, and/or his full name.

As a U.S.A.F. veteran, let me assure you, that once paternity is proved, he WILL be held financially responsible. The service doesn't take kindly to members who try to duck child support!
If she's receiving support from a state welfare agency, her caseworker should be able to begin the process to recover her back, and future, child support. Most states today also have an agency that deals with child support issues.
If there is an U.S.A.F. base nearby, making an appointment with the base Inspector General can be a place to start, and get advice on the best way to proceed.

First she will have to prove paternity.....she can get a court order for a paternity test, but it might be difficult with him overseas.....once paternity is proven, the judge can order child support. If he does not provide it on his own, his wages can be garnished. Don't expect much though, child support is based on income and military incomes are small.....

Contact his unit in Japan. His First Sergeant will be very helpful in locating him and making sure he takes care of his responsibilities. You can search for him in the military locator, and have him take a paternity test.

Contact his commanding officer.
She might need some definite proof that he is the father, like a paternity test, but if she contacts the mans C.O. it is likely he will be forced to have one.

it doesnt matter where he is, she needs to call the county court clerks office and ask where to file for child support.
they will set a date and want some dna (unless he's on the birthcert) some states require DNA for it and some dont. in any case, she needs to get the ball rolling.
