Start with paintbrush which you should have already on your computer. You can also get classes at local colleges. If you're in school your Art teacher can help you.

The question is vauge, and the answer is even larger. If your talking about computer generated artwork, it could be anything from adobe photoshop to a 3D imaging program.

Basics:

There are (for the most part) two kinds of computer generated images:

RASTER: These images are pixel based. think of them as a mosaic of very small squares of color. Digital Photographs are Raster images. Since raster imahges are made up of a specific mosaic of colors, you can't enalrge it much before the image becomes blocky.

VECTOR:Vector images are based on points. They basically say;"there is a line form point A to point B and it is black (or any other color). since the images are based on points, they can become the size of a billboard or the size of a penny and still have the same quality. Best for logos, CAD drawings and necessary for fonts

COLORS:
RGBA: red, blue, green, alpha. All computer screens display in this format. Colors in the image are made from the visaul color spectrum (red, blue, green) and ALPHA is the transparency

CMYK: Cyan, magenta, yellow, black. when you print an image form your computer, your printer converts RGB into CMYK if you haven't already in your program. You may notice these colors on your printer cartridge.

Basic programs:

Photoshop:best for raster images. Industry standard
Illustrator: best for vector graphics
Flash: vector based, used for animation
Indesign or Quark: largely vector based, used for page layouts with text while also preserving the quality of placed raster images.

FORMATS:
jpg:best for photgraphs to be posted online
gif:best for limited color images for online usage
tiff:best for printing photographs
eps:best version for preserving vector files
pdf:best for universal compatibility between users.

Hope this gives you a starting place...

I would suggest you get a book on (BASIC) programming. That will start you off with the fundamentals of creating computer generated graphics. It's what I started with 20 years ago. Good luck.
