what type of vehicle?
p1401 can refer to a voltage in the EGR system that is higher than normal, being read by the computer from the EGR position sensor, but since the code does not start with a zero it is specific to your type of vehicle and can mean something else,DTC codes that start with the numeral zero are generic to all vehicles and thus much easier to diagnose over the phone so to speak

Actually, the more you write about this, the more it looks like your catalytic converter is getting plugged up...slows down while driving, some misfire, gas smells... I'd have some shop check back pressure up stream of the converter...
