Unfortunately yes. This why we are in this stink with the president having too much say in starting a war. During the cold war it was necessary for the president to have almost instant war fighting decision making power, and the presidents since that time have not relinquished nor has congress taken back that extraordinary autonomy. Today Bush has more power than the constitution allows. Unfortunately.

The answer is no, there are checks and balances in place that will not allow it to happen. That is why we have civilian and military leaders with high integrity that would be able to stop such a thing happening. I was in the service and know first had, Nixon scared everyone but it would not have happened. We have to many bible believing generals and soldiers in the government to allow it to come to that, that is why we must finish the strategic missile defense command or star wars, to stop any country from being able to launch an attack from anywhere in the world. a Misslie defense shield could d destroy any missile when launched, we have the prototype working now, and soon it will be suit case bombs that Will threaten us more than an atttack from a rouge country. nobody wants to loose millions of people over a stupid argument. It's the terrorist that want to start wars that is the real threat.

Yes. There are 8 people with the launch codes I believe, but the only one who can initiate the nuclear process is the president. However, it takes 2 people to launch. It's called the 2 man rule, and it should be the 5 man rule, if you ask me.
