Everyone has a heart, even if it's been buried deep down somehow. Please suggest any way to make people have more of a conscience.

Well, I never cease to be amazed at what faithful prayer for someone will do.
Speak up and make your voice heard on things which concern you. Join or start a local Neighborhood Watch group, write letters to the Editor, become trained to help others in an emergency (called CERT in a lot of states), see if you have it in your heart to be a teacher. You can teach students to use their minds, and to learn to be proactive and self empowered by being educated.
Also, live a life of integrity and unconditional love- believe me, that causes more of an impact than you will ever realize while you walk this planet.

You can't make anyone do anything! One of the harder lessons I have had to learn in my life. You cannot make someone have a conscience. If they are able to lie to themselves enough to let themselves do the unconscienable things they do, if they are able to tell themselves that what they are doing is okay, then nothing you say or do can make that change.

There are those who were born without a conscience . They have a heart , but all it does it beat .
