Originally to operate a mechanical water pump to water livestock and/or crops. You've probably noticed that Midland has an abundance of constant wind and a lack of surface water. Before the advent of electrical utilities, the inhabitants needed a way to procure a constant source of water without having to hand-pump it all the time.

The old cowboy-style windmills were used to harness wind power to draw water from deep wells, but I assume you're asking about the giant new white windmills that are all over West Texas. Those are turbines, used to harness wind power to generate electricity.
