It would protect the people from government incursion on their rights, and keep the federal government from taking over the responsibilities of the states as a check on federal power.

The Bill of Rights wasn't an addition to the constitution, it was and is the first ten ammendments of the current constitution.

If you read the Bill and then take a look at what year it was introduced, as well as what was going on in American culture at the time-viola!, see how smart you are!
