As with most things, you can't generalize about a group of people. I love to be naked alone or with others, and go to the nude beach many times during the summer. Many of my friends, both guys and girls, feel the same way and aren't embarassed about being naked with others.
On the other hand, many girls are more shy and/or modest and don't want to be naked in front of others. That's their choice and they have a right to be respected for it.
It really comes down to a matter of ideology and personal preference.

American, Canadian and Latin American girls are VERY shy about nudity. But, girls from Western Europe are a totally different story - especially Swedish, Norwegian, Danish, German and Dutch girls, they are VERY comfortable with toplessness.
Just go to Majorca or the Canary Islands during Winter vacation season and you'll see lots of topless Scandanavian, German and Dutch girls on the beaches!

Where did you *hear* this? On the radio, tv, or from your dirty little friends?
Lots of western women feel shy when it comes to being naked, but I doubt if you'll post a question to that effect.

It is not just women from the western countries. This is the twenty first century, there are women all over that don't feel shy about this.

To really settle the question, you should do a street poll in one of the larger U.S. cities.
Stop 10 women at random on the street and ask them if they'd like to get naked. If you survive the experience, you will have learned something useful.

No it is NOT true! Some girls are willing to take their clothes off in public.... but MOST girls do not. Don't believe everything you hear.
