Why did the government give them permit?

In the old days, the bars had spots outside for those who visited to secure their horses.
In the present day, many bars also serve food & entertainment and are open all day for people to come and go. People are granted freedom in this country and if you do not do, or at least try to do the right things, it will catch up with you. The bartenders and club personnel are also trained to cut people off if need be. Honestly, in the event these clubs did not have parking lots, people would be street parking and walking to the club. And that would reflect badly on the establishment thus limiting their $$$'s.

There is this concept called a "designated driver" where one person in the group does not drink so he or she can drive the group home. This is a very common practice at local college bars here where one person, usually the loser of some contest or game, must remain sober to drive everyone else around. It is a responsible way to have fun at the bar and make sure everyone goes home safe at the end of the night.

becaus e they fill that pepole and bartenders will be responsible enough to stop before they get to drunk to drive , along with the permits there are also fines if a bartender knowsome is to impared to drive and they let them drive and there involved in a accedent
