Yes. Male Betas can be succesfully housed with most non-aggressive community fish, such as Neon Tetras. I have kept Betas with other fish (and small aquatic frogs & snails) for many years with no problems whatsoever.
When you're fish shopping, be sure to avoid the aggressive fish since you're building a community tank. The better pet shops with Fresh Water Fish departments will be able to assist you & answer any questions you have.

And as far as the previous answer of putting one male Beta with one female: that is INCORRECT. Male Betas that are to be housed with females need to be housed with multiple females - like a harem - or he will see the single female as a threat, not a mate, and attack her as he would any male.

Bettas and neons are fine, but maybe not in that small of a tank. Please remember, also, that neons need very clean water- the tank must be filtered and cycled. Research the cycling process of an aquarium if you're not familiar with it.
In my experience, bettas are not aggressive toward small schooling fish like that, but it depends on the betta. The biggest problem is the tetras getting curious and nipping the betta's fins. But not usually with neons...
Bettas are great community fish, there is no reason for them to be kept alone in a tank. Never keep a male with a male, or another female. Males must be kept with no other bettas.
I would suggest maybe a betta and 3 or 4 kuhli loaches for that size tank. They're all hardy fish :)

Well I had a male Betta in a 10 gallon tank and he killed every algae eater I put in his tank! But It just depends on the personality of your male Betta. If you want to try the other fish try putting it in the tank for a short wile and watch them carefully.If you want him in a small bowl then he should be alone.

I would scrap the Betta and keep the tetras, just so you can see a more active tank. The Betta should not be mixed in that small of a tank, so pick one of the two.

I had a Betta and tried all sorts of non hostile creatures to attempt in a forced peaceful companionship, but my Betta named "Sushi" always ended up killing every little critter I introduced him to. He was quite violent. I would suggest not putting anything other than a hardshell animal such as a crab or turtles in with the Betta!

NO. Male bettas are VERY aggressive and need to be in a small bowl type tank alone or at the most with 1 female betta.

yeah, betta will only attack other labyrinth fish (bettas gouramis)
ps males will attack females in that small of a tank unless you do it right
