You can just use internet explorer's settings. I'm not sure how to do it through Norton.

for IE heres how:
go into the Internet Options (under tools menu)
for specific sites, go to the "content" tab
click settings for the content advisor (top right)
click "approved sites" tab, and type in the sites and hit never
then go into the "general" tab and check "supervisor can create password..." and then change the password to whatever you want
this way, if anyone tries to go to the restricted sites, they are asked for a password. this is the password you set.

For my kid, I use K9 Web Protection. It automatically blocks bad sites, has an administrator override so I can still go to sites my kid can't, and it is free. Download it here: http://www.k9webprotection.com
