What is this meaning and how does it relate to chemical reactions?

Valence literally means strength. In chemistry, valence is used to describe the outer shell of an atom. It tells you how strongly or likelihood that this atom will bond with another.

Valence is the charge on an ion, either positive or negative, reflecting how many electrons are missing (positive), or are in excess relative to the number of protons (negative). A hydrogen ion has a valence of +1. An oxygen ion has a valence of -2. Which is why 2 hydrogen ions can react with one oxygen ion to produce H2O, with no net charge.
