It depends on what type of Turtle that you have.
turtles do hyberbate,
They usually Dig themselves into the ground under a pond or where they live, then sleep there Depending on the Type of turtle
What material do you have in the Tank with him besides the water?
He may just prefer to sleep in the water, But i dont know how they Breathe there.
You might try to Pick him up and Move him once and See what happens, It won't hurt him, it'll just wake him up and he might be a little mad about that.......but he'll go back to sleep even if you wake him up
If you take him out and he doesn't move right away when you touch him, Don't panic to start with because he may be in a Deep sleep
So It's up to you, If you're concerened for him, Just pick him up to give you Peace of mind that he is still alive
