Question is not clear... "Judaical review " is name of process...
However to best of my knowledge, the only way, to challenge a law is the Constitutional Question (s) to put before the court and OBLIGATE the court to answer:
Example: I am Iranian and Muslim and discriminated by Bush's "x" Law...
Now I will ask: Whether "x" Law against Iranian and Muslim to is valid law under the Constitution?
Then, I have obligation to bring all those laws that are against Bush's Law and compare with it...
NOW, judges who are expret in 'those law' would answer..

nillifacation is the power of a state to cancel a law within its boundries if it feels it is unconstitutional, but i think they cant do that anymore
