If you know the serivce carrier the cell phone is on, you can usually go to their website and find either instructions on how to email to a text message directly, or they may even have a web form you can use to send one.

Well, I know I can. I have Sprint and if I log into their website I can send texts from there, but the replys will come to my phone. Also, if they are signed up for it, you can send texts from MSN messenger. :) The replys will come back to messenger.
