Yes. The Wii has a more powerful (but similar) graphics chip as the Gamecube. It is comparable to a DirectX 9 capable computer graphics card.
The Cube was able to do pixel shading (visible for example in Zelda the Windwaker, when you look over a fire or burning lamp, the air distorts the background realistically, or in Metroid Prime, when you jump out of a liquid and the water running from your visor distorts your vision. Or in Final Fantasy Crystal Cronicles, if you look at a river, the clear water warps the ground of the river like real water would).
Furthermore the Cube/Wii can do multiple textures on an object. For example reflections on a car hood can be done in hardware on the cube.
These effects can be done on the PS2 too to a certain degree, but they all have to be "hand made" by the programmers (for example in Gran Tourismo you will also see reflections on the cars, but they are done differently).
So all in all: Technically the Wii can do better graphics than the PS2. However a skilled programmer can make great graphics on the PS2, too.
