Potential targets are much more wary these days. Plus, the methods have become so subtle that assassinations are often hard to detect.
Example: Saddam Hussein had five identical convoys of limousines travel around Iraq whenever he went anywhere. He had all his meals prepared at all his palaces every day. He made it difficult for potential assassins to figure out where he was. He was also in the habit of executing, sometimes personally, anyone who even looked at him wrong. His spy networks rivaled the KGB (and got KGB help setting them up) and were very effective at neutralizing enemies before they could strike.
Saddam was a worthy target of assassination but took worthy countermeasures.

If you are asking why doesnt the US perform more assasinations (like in the 50's-70's)....
Opinion polls and political correctness....
We cant even question suspect by making them uncomfortable without people screaming like banshees in the streets.
It's OK if the enemy tortures and kills, but make some one uncomfortable and "America is evil!".
Imagine what would happen if people found out we were involved in assassinations.
Some day I hope people realize you cant run a war with politicians and opinion polls.

Assassinations are unlawful. that is why they don't seem executed. at the same time as JFK become in workplace, assassinations were nonetheless criminal. notwithstanding, he signed a presidential directive making it unlawful.
