Who said it's sexual harassment? get your definitions from the criminal code book and not popular culture.
The true definition of SH has to do with the workplace and was designed to keep women from becoming pawns in their careers. It can only be used as a charge when her employment is somehow put on the line.
If you are meeting with resistance when you talk dirty to a woman then good. I suspect it is because it is unwanted and not in keeping with your relationship with them.
The difference is consent, pal. You want dirty talk then get yourself a girl who can tolerate you or cough up the bucks.
Personally I love a little dirty banter, but only from the men I choose to be intimate with and not every guy who passes by.

if you talk dirty to a woman and she didn't want the action and felt really uncomfortable, it's sexual harrassment.
however, if you pay 2 bucks per minute, you so want the talk. not harrassment.
it's harrassment when it's not wanted nor solicited.
