ken, you forgot to take the square root of 7
so its 4rt7+rt21

unless you ment the sq rt of the whole thing: sqrt(28+7rt3) cant really be simplified

7 ( 4 + sqrt(3) = 7*4 + 7*sqrt(3) = 28 + 7*sqrt(3)
