Well I have an idea!
But it might take a couple days and some ahead-of-time planning before you start.
Well if you have a leaf blower, measure it's length from the rear to the nose.
Dig a hole that deep.
Make sure you can turn on the leaf blower in the hole.
Also make sure if the power cord is accessible.
Over this hole, make some pile of wood, but they shouldn't be over the hole, just around it. After that, you make a somewhat pocket out of screen mesh. This is used to catch the book. The screen mesh should be in the center of a large enough ring around the hole you dig for the leaf blower.
Around the ring, you take very, very thin cloth (red, orange, and yellow) and make "flames." The leaf blower will blow these flames up, giving the dance to the flames, and these are book-safe.
You put the ring of mesh onto the pile of wood over the hole with the leaf blower ready.
Now I know leaf blowers are noisy, but you can edit the sound out with Windows Movie Maker and replace it with flame crackling sound effects.
My idea seems far-fetched ;(

It really depends on the scene, and how light or dark it needs to be. If it can be a dusk/dawn where things are a bit shadowed, then you could get some flame colored material and rig up a fire by taking a small fan that can be laid flat on the ground. Get a few of those electric candle sticks that people put in their windows, they make them where they will flicker like a flame. Attach those to the fan, then cut a long line of material, or even two, with flames along the top. Now, with the fan on it's side, attach the material so that when the fan is turned on, it blows the material up. Basically, you'd be making a bigger version of the little fake torches you see at spencers or other stores, especially around halloween. Then you could drop the book in the middle and nothing would be harmed. That's the only thing I can think of. Unless you dig a hole and put a fire proof container in it, then build a fire around it, but you'd run the risk of accidentally burning the book or getting it wet when you put out the fire. You need lightweight material that is dyed orange to yellow in a smooth gradient. Cut triangular shapes and get a fan and a light. Set the fan and light underneath and bingo - flames. See the link and you'll see what I mean

You can have a real fire but angle the camera so that it looks like the book was dropped into it by just dropping the book along side it.

Use either clear cellophane (sp), lit with a red bulb below it, or red cellophane.
Have a small fan under it to make the "flames" stand up and move like fire.

I think the most affective way is to take pieces of light weight material, various "fire colors", tape them down and then blow a fan upwards from underneath them. With the right lighting and layering you can def. get a fire affect
