Yup. I do that all the time. It was snowing and I was swimming outside in my pool. As long as you fullfill these conditions: You'll swim so hard you'd sweat.
There's other people swimming
Why do this? It's to keep your body temp. in check. As soon as your out, dry yourself quickly and get something warm. If you don't do this and there's wind, you'll freeze to death

You can swim as long as the water doesn't turn in to ice and trap you as a living ice sculpture.

yea, alot of the time i swim when its below freezing.
