so do they really care about work experience or is it mostly on grades, gre's, and letters?

It really depends on the field of study. Business schools, for example, definitely care about work experience. History Ph.D. programs do not.

Generally, if there is a professional or vocational dimension to a discipline (like social work, for example), or a laboratory dimension, then yes, they care about work experience. If a discipline is purely academic (like philosophy), then they do not care about work experience.

Some schools may place more emphasis on it than others, but generally programs want to see that you have some experience in a related field, or with research. If you have a good track record actually applying what you've learned in school, it's a better indicator of your potential for success in a graduate program.
