I think it is decided by seeding and regular season record. Bears should be wearing their home uniforms (aka blue) while the Colts will be wearing their away uniforms (aka white). I do believe the Bears DO have the choice though. If they want to wear their away jerseys for whatever reason, they can decide this because of their higher seed. Apparently the reason for the home team wearing a dark color is a psychological thing? (see source) I don't quite believe it, but that's just been the norm. So if all work out right:
Bears in blue.
Colts in white.

Colts are the away team, they are making the coin-toss call, therefore they will be wearing their blue, while Chicago will wear the home white colored uniforms

the "home" team rotates every other year between the afc and nfc. it has nothing to do with recors or seeds. last year the steelers were the home team and chose to wear white. this year the bears are the home team and have the option to wear whichever uniforms they choose, even though they have yet to announce it.
