Is all water created equal?
You should save the title you have for the "question" part of your project. The title is meant to catch the judges eye and get them reading.
If you need any help, my_name_is_Chris_chriss is my name on yahoo, hit me up:)

Not really. Just by reading the question, I already know the answer. Try something that has to do with the topic but doesn't ask a direct question that demands the answer to your entire project. I would try: Bodies: The Quality Varies. Although, most people will think that you are talking about the human body, this will get them coming to you booth and thinking you are clever.

Sorry another person's anmswe enlightenened me onn your intent: Comparing Water Quality for diiferent local sources.
Not really because every body knows the answer but if you made it about water filtration it might be more interesting. Here is a link to a cheap water filtration device you can make that people in poor countries use as life saver.
http://webarchive.cms-uk.org/water/concept.htm
The design of this filter is here:
http://webarchive.cms-uk.org/water/downloads/diydesalinationunitmanual.doc
Next is my original answer which is longer winded.
What is your aim? Are you looking at drinking water?
How about:
Methods of water filtration and purification.
There is very interesting Canadian invention probably saving lots of money in Africa right now. It is some kind of filter that is cheap to make.
Its called the sand filter
http://www.idrc.ca/en/ev-43234-201-1-DO_TOPIC.html
http://en.wikipedia.org/wiki/Slow_sand_filter
IT MIGHT BE POSIBLE TO MAKE A PRIMATIVE SAND FILTER AS PART OF YOUR PROJECT.
Good luck. Remember sometimes the simplest thing can make a huge difference.

What you have seems like a great answer! If you are testing local bodies of water you can also go with: 'Water Quality Differences in Local Bodies of Water' or 'Water Quality Differences in the (your town) Area.

"The effects of pollution from city storm drains on the watershed."
Look up the watershed. It is from the ice on the mountains to the sea. And everything that gets dumped and swept away in between. So the water quality in a mountain stream will be pristine, and the water quality in a big city harbor will be disgusting.
Hope I helped.

What exactly does 'quality' mean in your question.
Pollutates and trace elements would of course change the quality of water.
But for straight water quality changes drastically depending on weather it is a solid, liquid or a gas.
And another thing while standing on mount everest you can place your hand in boiling water and not get burnt!
Oh and please go to youtube.com and look at the videos for 'supercooled water'.....fascinating!

Seems a little weird for a question as a title. maybe you could try phrasing it as "Different water quality for Different bodies of water"

Don't you think this is a really obvious project with a really obvious answer? Why don't you try to guess what different parameters will change between different water sources or look at certain pollutants.

How about "Water Quality"... and draw it in a watery, drippy looking way- perhaps filled in with a sea-green colored crayon or marker. Outline it in blue sparkles or something... teachers love effort.
