Boot in safe mode and uninstall all symantec & norton bullshit.

There's probably a system conflict with the update & some software in your PC. Start up your PC in Safe Mode (Hold on to the F8 key when your PC is counting the RAM, choose safe mode) -> You will see a YES and NO button, click on NO (to go to system restore) -> Choose restore my computer to an earlier time, next button -> On the left side calendar, choose yesterday's date, next -> Next button again. The PC will restart itself & try to restore itself to yesterday's configuration (before it screwed up today).
