It depends on how you define the Mississippi River - The Mississippi is the second-longest river in the United States; the longest is the Missouri River, which flows into the Mississippi. The two form the largest river system in North America. So if you consider the headwaters, only a portion of a state that begins with the word "South" is west of the Mississippi.
The western half of South Dakota is therefore definitely west of the Mississippi because the Missouri runs through the central area of South Dakota.
Of course, if you ignore the source of the Mississippi, it's all of South Dakota.
