It isn't that the Senate is more powerful, and the "passion" is largely fluff. Senators are more your typical "professional politicians".
The House members on the other hand, are more your average citizens, and are "more connected" to the people who elected them.
The balance, in theory, is that for the legislative branch to function, both houses must work together.
It doesn't always work right, but it's still the best system on the planet.

Senators tend to be more powerful because there are less of them, they represent an entire state, and they are elected every six years instead of every two. The Senate is alot more consistent politically than the House as in any election cycle only 33 or 34 seats are up for re-election versus all 435 seats in the House. A political gain of 20 seats in the House isn't all that uncommon, a gain of 20 seats in the Senate would be unheard of.

The term of a senator is six years while a congressman is only two. That means a congressman has to answer to the people every two years while the senator has six years.
He's not passionate, he just doesn't care what you think or care. He's sure you're going to forget what he voted on that upset before election time.

The House of Representatives are made up mostly of
newcomers to politics in Washington D.C., so they are
not as experienced and knowledgable as the more stable
Senators.
