on it and over their heads it said kill, this was done by an 8 year old.

If you are in a relationship with the child, try to talk with him about it--- but do not be confrontational. You want him/her to feel comfortable expressing feelings. Could be a one-time thing--- just messing around; joking. Sometimes kids will draw very violent things--- and it is a way of coping with the stress of knowing too much about the violence in the world around them. It could also indicate feeling very troubled over things-- and actually feeling the need to have those people out of their lives for whatever reason.
You want to find out who the people are in the picture and how he/she actually feels about the people.
Obviously, the child's over-all mood and activities should be taken into consideration, but if you see no problem with that, probably it means little. Kids see a lot of violence on TV--- even with cartoons-- so often such things mean nothing. Kill and dead are just words to some kids.
But be aware--- and monitor what's happening with the kid.
COMMUNICATE! Ultimately that is the greatest way you can help a kid (or anyone, in fact)
If you have other pictures the child has drawn, try to talk about a couple of the pictures in addition to this one, so they are not feeling defensive about this particular picture--- you want them to feel like they're not being judged by you--- only then will they be open with you.

well if the the picture is the childs parents then definetly the parents are not treating him well, if its someone from school then my be he bullied, so talk to the principal, if its some one unknown then draw another picture to the child, a picture of flower and write LOVE on it, of CARE, HELP, GOOD, all the good adjectives. Monitor what he watches on the TV, limit it to cartoon and child stuffs only.
I dont think taking him to a shrink is a good idea at this point. See if his activities improve, give it 2-3 months, if he still doing things that does not seem "NORMAL" to you then talk to a shrink first and then do what he says.
One more think, does this kid has both his father and mother? if not then look in to it. analyze thinks in different dimentions.

Quite disturbing , try to get help for the kid asap , also try to determine what has caused the 8 yr old to do this , influences from friends ?

Find a child psychologist who has time to discuss this with you.

sounds like some creepy redrum **** to me i would take the kid to the shrink.

I would try to ask what it means!! Keep an eye on kid.. what he or she does
