The state definitely does not. The reservations have their own law but do have to abide by some federal regulations.

States can only effect law on reservations indirectly.

As an example. Native American reservations are allowed to have gambling as long as the state that they are in has some form of gambling.
Thats a federal regulation on them. But obviously the state can influence them by what it does.

I currently live were there are LOTS of Indian Reservations. What I know of them is very little as most "non Indian" are not welcome to spend time on them unless at the casino. Up here state can not impose their laws on them, which I think is stupid, very very stupid. If there is a crime committed by an Indian that resides on one of these reservations a local officer can not go onto the reservation to capture the wanted person. They basically make and live by their own rules. They still get money from the federal government which I think needed to stop LONG ago. As for guns most households on reservations up here have them and most guns are not registered, go figure. I really don't know the answer to your question but I could go 3 door downs and ask the family of Indians that are recently moved into our neighborhood as renters living off the reservation for the first time in their lives {daughter turned 18 got her money from the government no need for them to stay there now I guess}and ask but they really aren't social people other then asking if they can take our logs.
