How-To Make a Pom-Pom

Cut two cardboard circles 2-1/4" in diameter. Cut a center hole 1" diameter in each circle.
Thread yarn needle with 4 strands of yarn, all strand 72" in length. Holding circles together, pass needle through center hole, over outside edge, through center hole again until circle is covered. Do not pull yarn too tight. You will need to use more yarn.
Using very sharp scissors, cut yarn between the edges of the two circles.
Using a 24" strand of yarn, double yarn to a 12" length. Slip yarn between cardboard circles, pull up tightly and tie firmly. Remove cardboard circles and fluff out pom-pom. Trim with scissors to round off.

This is the way I make them:
POM POMS:
Cut out two cardboard (equal sizes) of donut shapes with the hole in the centre too. Use any size circular object to draw the shape of use a pencil compass.
Make small balls of wools a size that will go through the hole, either of different colours or whatever colour you require.
Holding the end of the wool with your left hand onto the two donut shapes and with your other hand keep inserting the wool in and over the two boards until it has covered the 'donut' completely and is as thick as you want.
Cut off the wool and tuck it in to the donut.
Get the scissors and carefully insert in between the two card-boards and cut straight all around. Don't remove the card boards yet. Tie a string of roll all around the centre of the two card-boards and tighten in a knot. NOW, remove the 'donut' rings and fluff into a ball in the palm of your hands. It should be a very nice round shape.
There is another way below but the able way helps you get the perfect round shape.

Yes, two cardboard rings, wind the round through the hole, then when the hole is full, cut round the outer edge and tie it in between the two cardboard rings, pull off the cardboard and fluff it up into a ball. Failing that, buy a Scandinavian type winter hat from Pound Land for £1 and cut off the three pom poms, probably work out cheaper!

Here's a link I found. You can make the pom pom any size you want with these instructions... just cut the cardboard circle bigger and use more yarn. Then just trim it neatly after you're done to finish shaping it.
