How do you get kids to follow rules when there dad goes against you every time (dad is now my ex) ?

My girls think that they can make a mess when ever and where ever they want and never have to clean it up. They also know that I will give in and clean it for them because we live with my parents and I know my parents will be mad at me. I tell there dad what thier punishments will be if I have to clean up thier mess and he says ok but never follows thru and blames me for them not doing anything and acting the way they do. Outside of recording him and our conversation about what the rules are I dont know what to do since he always claims that he didnt say that or I never told him
what can I do since i dont always have a recorder on hand

make it clear that what goes on at your house is your rules. what they do wit dad doesnt affct your rules. If you have to punish them until thye get this do so. Dont let him play into it
