Yes it supports multiple T&L. The FX 5200 was a low-end card, so it's not very fast, even compared to other cards from 4-5 years ago...
If all you need is to handle regular business apps and vintage games like Starcraft, it should be ok. For modern 3D games like Half-Life 2, Doom 3 etc- forget it.

ok first the video card you like is properly suited with sims 2 you will have not have been given any concern. yet with the video card compatibility with you computing device is yet another. verify first in case you have a pci show slot for the video card formerly paying for it. previous video card makes use of agp slot. so verify the instruction manual of you pc first. in case you have a pci show slot then your solid to pass! your welcome! purely to get the assumption... an previous pci slot is probably no longer waiting to run the greater moderen pci enjoying cards.

It can handle T&L, but it can't really run any games. The fastest PCI card is a Radeon 1300, but even it is slow (unplayable) in many games now. www.tomshardware.com for benchmarks on them.
I would suggest AGP or PCI-E (newer) video card. Hopefully your motherboard might support one of those (check the specs).
