gas always has more kinetic energy than solid, no matter what the temperature. remember that kinetic energy is related to motion, and the molecules in a gas are moving around a lot while the molecules in a solid just kind of sit there.

It would be more in the gas than in the ice. Reason being, the kinetic energy in the gas is what keeps it from becoming liquid or solid. Once those molecules slow down, that is when the gas will change form. That form depends on what element it is. Some elements don't have a liquid form. It is called Sublimation when a solid skipps the liquid form and becomes a gas.
