Ordain means to enact and make it official.
Establish means to start it and put it into effect.

So, they're saying that the constitution is going to be the official law from that time on.

It is the last phrase from the preamble of our (USA's) Constitution: “We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.”

i believe it means to "enforce" (ordain) and "continue building" (establish) on to the constitution that our founding fathers wrote many years ago.
