Can I set a computer to turn on at, say 1pm everyday, and then turn off after 4 hours? If so, how?

Of course you can do both. Most modern PC's have the settings available in the BIOS to turn it on at a specified time.

Then you would have to install a program in Windows that shuts it down at a certain time. Look on http://www.download.com for some free utilities.

Depends on you BIOS. Some can be set to come on at a certain time, come on when the phone rings (If connected to a phone line) and a few other things. You enter BIOS on start-up and find the settings. I try to find you a link that explain this and have a few pictures.
This not a good explain, but, show the BIOS screen. If I remember correct go into the "Advanced BIOS Settings". IF, you not real familiar with this, have a pen and paper and write down what settings where and what you change them to, then you remember what all you did. Be careful playing around in the BIOS.

You can't set it to turn off but you can do something that's almost as good. You can set it to hibernate. Go to the settings in your screen saver and you can set how much inactivity before it goes into hibernate mode. Nothing will set it to turn on and off on a schedule.

i dont think you can have it turn on at a set time....but you can have it turn off after 4 hours...click
start
perf and maint
power options
turn off hard disks....4hrs
