I know a few guys that look like girls when they dress-up & they are hot. Some guys do make very pretty girls & there's nothing wrong with looking at them. And I would say that you're bi-curious not gay.

No because he is reacting to the illusion of female beauty. How he acts on that reaction once he knows that the pretty guy is a guy determines if he is gay.

If he knew the guy was a guy, then yes - he is gay.
If he didn't know the guy was a guy (because he looked so much like a girl) then no - he is not gay.
