what i would suggest you to do is that go to...www.officelive.com....and get the live basic...it will ask you for your cc...but wont charge you dont worry about it....it is free....it will also give you free domain and also a 500mb hosting space...lets you develop your site using its softwares once you sign up...so you will get pretty much everything from there....but yeah it is free only till the beta testing is going on...after that they might email you if you wanna continue by paying for your service...but its up to you if you wanna cancel or not...but as for now its free...so go ahead and have fun....

Start by developing a concept of the site - what do you want your site to be? If a service like MySpace meets all your needs, create yourself a MySpace account and you're half way there.
If you have something more unique in mind, map the site out on paper first - content, structure, navigation, etc. You can then get yourself a program like FrontPage to help you build the site, or do some research on HTML and other web-based languages like PHP and JavaScript.
If you're starting out basic with HTML and Javascript to start, you can build the entire site offline and upload the whole thing when you're done. Otherwise, you'll need to pick a web hosting service and create a free account or pay for your own domain, and build your site online.

well u could go to a free web hosting server or u could build the HTML coding ur self from notepad and publish it using Macromedia Dreamweaver. if u dont know the coding just search google for HTML Coding

if your a real newbie you could try freewebs.com. they have a help forum and their tools are easy to use for starters. if you know absolutely nothing about coding you could try lissaexplains.com [ a children`s help site that teaches the basics of html and more]
