Well the first time he was elected he lost the popular vote, and the only way he won the electoral vote was because of voting 'malfunctions' in Florida.
The second time he was elected he won the popular vote, and he barely won the electoral vote due to voting 'malfunctions' in Ohio.
Several Ohio voters reported later that the vote counter after they finished voting read a negative number when voting for democratic party members.
But the actual question was if Bush was a dictator?
Well he went to Harvard in was in Skull and Crossbones (or whatever its called) so he has probably tasted d*ck in his day making him a dictator.(this is pure specalution-I really don't know)

Well, even he says it wouldn't be such a bad idea ...
Google the web, and you'll find a video clip on CNN where he pointedly says, 'If this were a dictatorship, it would be a heck of a lot easier, just so long as I'm the dictator.'
I've posted two sources below, but you can find it easily, with plenty of witnesses, and even a video clip of King G himself saying it.

Your question makes me think of that speech he made back when he was telling us we need to invade Iraq, where he said, "If you're not with us, you're against us!". When he said those words, I felt he was trying to bully us into submission or some bullshit thing like that.
I don't play those games! He, or anyone else, can only go as far as the PEOPLE will let them. UNITED WE STAND!!
