They are the places were people go to worship the God that they believe in, and they pray to worship.

They(the temples) were purpose built with that in mind. The temples were the corporeal home of the resident divinity. Prayer in the context of personal prayer, of one to one contact with the deity is not whats going on here. The prayer that took place was a corporate worship for the most part as a function of the liturgy of a state religion. This answer is mostly about Greek and Roman religious practice, but it applies to many other religions as well. You did not specify who the "They" were.

So the priest could hear what was on the peoples' mind and they could, if they wanted, report it to the ruler or retain the information for their own agenda.
